In the House:
- The House convenes at 12:30 p.m. for morning hour, proceeding to legislative business at 2:00 p.m.

- This week, the House is expected to take up the White House’s FY2009 supplemental defense funding request. The request is expected to include $75.5 billion for the military and billions more for the State Department and other agencies. House Defense Appropriations Subcommittee Chairman John Murtha (D-PA) has indicated that he will add about $12 billion to the request.
In the Senate:
- Convenes: 11:00am
- Begin consideration of the Budget Resolution reported by the Budget committee.
- Senate Budget Committee ranking member Judd Gregg (R-NH) said Republicans intend to present a significant number of amendments to try to cut spending. Arguably the most important amendment is one proposed that would prevent the resolution from including reconciliation instructions if they are not in the Senate budget. When the two Houses reconcile the different measures, the reconciliation vote is not subject to a filibuster, making it a prime opportunity to include contentious legislation.
Other News
- The White House asked for and received the resignation of General Motors CEO Rick Wagoner, “and instructed Chrysler to form a partnership with the Italian automaker Fiat within 30 days as conditions for receiving another much-needed round of government aid.” (NYT)
- “Stocks declined world-wide on Monday after the Obama administration forced out the CEO of General Motors and said that the best chance for success for the struggling auto maker and rival Chrysler may be bankruptcy.” (WSJ)
- President Obama faces a stiff challenge as he heads to Europe to try to convince leaders of “the Group of 20 industrial and emerging market nations to help stimulate the global economy and to assure them he is shoring up an American financial system that shoulders substantial blame for the damage.” (NYT)
- The President also vowed a new focus on al-Qaeda, saying yesterday that, “We have to ensure that neither Afghanistan nor Pakistan can serve as a safe haven for al-Qaeda.” (WaPo)
- Over the weekend, the White House announced “that President Obama is nominating Helen Elizabeth Garrett as assistant secretary of Treasury for tax policy,” as well as “Michael S. Barr, to become assistant secretary for financial institutions, and George W. Madison to become the department’s general counsel. Madison is former vice president and executive counsel for TIAA-CREF and Barr is a senior fellow at the Center for American Progress and Brookings Institution.” (LAT)
