(From the AP) Three men suspected of plotting to kill five family members who owe money to a Tijuana drug trafficking ring were arrested in an early morning raid Thursday, authorities said.

One of the arrested is the brother of Juan Francisco “Ruedas” Sillas-Rocha, a lieutenant in the Arellano Felix cartel who is suspected of soliciting the hit, the California Attorney General’s office said.

“This case sends a message to the border drug cartels trying to do business here: Justice will be swift and certain when you cross into California,” Attorney General Kamala Harris said in a statement.
