In the House:

  • Pelosi: Public option ‘essential’ for House passage of health care bill  -  Democratic congressional leaders said today that President Obama did not give them a preview of his big health care speech tomorrow — but House Speaker Nancy Pelosi made clear that Obama needs to strongly endorse the idea of a public health option. In the Senate:

  • The Senate convenes at 10:00 AM.
  • Period of morning business for 1 hour with senators permitted to speak for up to 10 minutes each, with the Majority controlling the first half and the Republicans controlling the final half.
  • Following morning business, the Senate will resume consideration of S.1023, the Travel Promotion Act, post-cloture. All time during adjournment, recess, or period of morning business will count against the post-cloture time.
  • The Senate will stand in recess from 12:30pm-2:15pm to allow for the weekly caucus luncheons

  • Obama to Endorse Public Plan in Speech  -  President Barack Obama, in a high-stakes speech Wednesday to Congress and the nation, will press for a government-run insurance option in a proposed overhaul of the U.S. health care system that has divided lawmakers and voters for months. (WSJ)
  • Another Foreclosure Wave Coming? Ballooning Payments Could Endanger Another Class of Homeowners, Report Says  -  The housing market faces the prospect of a new round of foreclosures as hundreds of thousands of risky home loans, known as option adjustable-rate mortgages, reset to significantly higher payments that could force borrowers to fall behind, according to a report released Tuesday by Fitch Ratings.   • NASA can’t afford its schedule, space experts warn  -  An independent panel endorses manned trips to the Moon, a nearby asteroid, even to Mars – but warns they would cost billions over the current budget. (LA Times)
  • U.S. ‘Unlikely’ to Recoup Auto Outlay, Panel Finds; Treasury Urged to Be More Transparent  -  The federal government is unlikely to recoup all of the billions of dollars that it has invested in General Motors and Chrysler, according to a new congressional oversight report assessing the automakers’ rescue. (Wash Post)
  • Fed: consumers cut debt by record $21.6B in July  -  Consumers slashed their borrowing in July by the largest amount on record as job losses and uncertainty about the economic recovery prompted Americans to rein in their debt. (LA Times)
  • Immigration activists urge census boycott; Hope effort spurs legislation  -  A small but vocal group of advocates is urging illegal immigrants and their supporters nationwide to boycott the 2010 Census to protest the government’s inaction on immigration legislation, a move that, if successful, could cost Massachusetts and other states millions of dollars. (Boston Globe)

  • Children, Youth & Families at Risk Sustainable Community Projects – USDA-The purpose of Sustainable Community Projects funding is to improve the quality and quantity of comprehensive community-based programs for at-risk children, youth, and families supported by the Cooperative Extension System. Collaboration across disciplines, program areas, and geographic lines, as well a holistic approach that views the individual in the context of the family and community, are central to Sustainable Community Projects.  The closing date for receipt of applications under this announcement is October 23, 2009.
