- After the transaction of any morning business (not to extend beyond 4:30 p.m.), Senate will resume consideration of S. 1023, Travel Promotion Act, and after a period of debate, vote on the motion to invoke cloture on Dorgan Amendment No. 1347 at 5:30 p.m.
- Max Baucus sends health bill proposal - Senate Finance Committee Chairman Max Baucus (D-Mont.) has sent members of a bipartisan negotiating group a framework for health care legislation that would cost less than $900 billion, levy new fees on insurers and create a network of consumer-owned insurance cooperatives. (Politico)

- Schools Aided by Stimulus Money Still Facing Cuts - Children are returning to classrooms across the nation during one of the most tumultuous periods in American education, in which many thousands of teachers and other school workers — no one yet knows how many — were laid off in dozens of states because of plummeting state and local revenue. Many were hired back, thanks in part to $100 billion in federal stimulus money. (NY Times)
- Obama’s back-to-school speech made public - The White House releases a transcript of the president’s talk to schoolchildren scheduled for Tuesday. Some critics were wary. But the text exhorts students to work hard and follow their dreams. (LA Times)
- Joe Kennedy won’t run for uncle’s Senate seat - Former Rep. Joe Kennedy (D-Mass.) will not run for his late uncle’s Senate seat in the special election, he told The Associated Press on Monday. (The Hill)
Federal Grant of the Day
- Healthy Start Initiative-Eliminating Racial/Ethnic Disparities In Perinatal Health-Grants will be awarded to address significant disparities in perinatal health indicators focusing on disparities among Hispanics, Americans Indians, African Americans, Alaska Natives, Asian\Pacific Islanders, Immigrant Populations, or differences occurring by education, income, disability, or living in rural-isolated areas by enhancing a community’s service system. Communities must provide a scope of project services that will cover pregnancy and interconceptional phases for women and infants residing in the proposed project area. Services are to be given to both mother and infant for two years following delivery to promote longer interconceptional periods and prevent relapses of unhealthy risk behaviors. The closing date for receipt of applications under this announcement is September 30, 2009. See HRSA for more information.
